Daryl Perkins, a native of Birmingham, Alabama, founded Master Solutions, LLC in
2009 to offer strategic planning services to political campaigns, corporations, local and
regional governmental entities, and for-profit entities. With an eye toward improving the
economic capital of residents of Alabama and surrounding states, Master Solutions,
LLC is dedicated to the successful implementation of those economic development
methods which deliver significant results at the lowest cost possible.
Throughout his career, Mr. Perkins, has provided invaluable strategic advice while
serving as a liaison to numerous private sector entities located throughout Alabama. Mr.
Perkins has assisted a major national corporation as they advocated for favorable
telecommunications legislation and provided extensive strategic advice to a
Southeastern financial institution on Federal banking issues. Whether assisting a major
utility on Cap and Trade and its alternative energy strategy; or advising a major
insurance provider as to the optimal methodology to provide low-cost insurance to
residents of Alabama, Mr. Perkins has consistently utilized his expertise to guide
corporations while benefitting all residents of Alabama.

Mr. Perkins’ commitment to the economic and social development of residents
throughout the State of Alabama is evidenced by his on-going efforts with not-for-profit
organizations, both large and small. Mr. Perkins has been involved in corporate
fundraising initiatives by United Way of Central Alabama and the Alabama Red Cross.
Entities ranging from the Jimmie Hale Mission to the McWane Science Center have
benefited from his efforts to secure federal appropriations for their operations.
Mr. Perkins was a member of the steering committee for the Railroad Park located in
downtown Birmingham. Railroad Park has been a catalyst driving economic growth in
Birmingham.

In 2015, Mr. Perkins was appointed by Governor Bentley to serve on the Court of
Judiciary where he presided over several high-profile cases during his term. The COJ is
a nine-member court that convenes to hear complaints filed by the Judiciary Inquiry
Commission and makes rulings on ethics violations committed by judges from across
the state. While serving on the COJ, Mr. Perkins was widely respected by his
colleagues for his broad experience and masterful strategic prowess.

While also serving as District Director of the 7th Congressional District (U.S.
Representative Artur Davis), the President of Master Solutions, LLC had the opportunity
to improve the coffers of numerous local governmental entities. Mr. Perkins provided
advice and guidance related to governmental affairs for several City of Birmingham
administrations, where he was instrumental in securing funding for two Hope VI projects
and multi-year funding for an inter-modal facility, among other initiatives. Mr. Perkins’
efforts facilitated airport development in the City of Bessemer; the KC-45 transport
plane initiative and workforce development in the City of Mobile; and collaborated with
the City of Huntsville in their deliberations with NASA and a major aeronautical supplier.
Mr. Perkins has also provided guidance to several state-wide and regional planning
agencies as they assisted municipalities in their housing, clean water, sewer, and other
infrastructure needs. He has significant experience collaborating with economic
development organizations as they transitioned poor communities in Alabama from well
water to municipal water and sewer lines.

As Birmingham Business Alliances primary lobbyist for state and federal issues over
the past several years, Mr. Perkins has successfully advocated for key legislation. His
work includes lobbying for the passage of historic tax credits, Ramp legislation, and
Alabamas Brownfields Redevelopment and Voluntary Cleanup Program legislation,
among other significant bills that have directly helped the Alliance recruit businesses
and retain talent.

Master Solutions, LLC has represented the Birmingham Jefferson County Transit
Authority for numerous years as their primary government relations consultant. While
there he has helped expand their services throughout the Birmingham metropolitan area
and gain funding for important projects including but not limited to the Birmingham bus
rapid transit system.
Allan Rice
Partner
Allan has 31 years of experience in local and state government. His background includes time spent in public administration, public safety, healthcare, and higher education. Allan served as the city administrator for a municipality approaching 100,000 in population with responsibility for all city departments. He was previously the director of a statewide agency where he developed effective relationships with legislators in both chambers and on both sides of the political aisle.
Allan has coordinated government affairs at the state and federal levels and managed
successful grant processes totaling millions of dollars awarded. He led the creation of a
municipal economic development office that has incentivized significant multiple-million-dollar projects. His service on local planning and zoning boards provides him with insight into the regulatory and development processes.
Allan’s healthcare experience began in 1989, and he was the founding chair of a municipal healthcare authority. He has consulted with the U.S. Department of Homeland Security and has led or participated in national organizations, committees and symposia. In the private sector, Allan consults with public and private organizations on government affairs, economic and community development, community planning, leadership and business development, healthcare, and public safety. He currently serves clients in Alabama, Florida, Maryland, Virginia, and South Carolina. He holds a Master of Public and Private Management and a Bachelor of Science in Nursing, and he is certified by the Alabama City/County Managers Association in Local Government Professional Management.
